The numbers say the same thing. Warren is Michigan’s third-largest city and the largest in Macomb County, with roughly 139,000 residents and a median house built in 1964. About 71% of homes are owner-occupied, the median owner-occupied value sits near $193,400, and nearly 17% of residents are 65 or older. Put those together and you get a lot of long-held houses with original mechanicals passing from one generation to the next — exactly the sale a retail buyer’s lender walks away from, and the one I’m looking for.

No certificate of occupancy on a normal sale. Warren does not require a point-of-sale certificate of occupancy to sell a house. It only comes into play if the city has already posted the property vacant. (Warren Building Division, 586-574-4504.) That’s different from Dearborn or Westland, where a pre-sale inspection is mandatory — so if an agent told you Warren needs one, check before you spend money on it.

Vacant and foreclosed houses have to be registered. Under Warren’s ordinance (Article III, Sec. 28-50 to 28-66) the title holder of a vacant, abandoned or foreclosed property must register it with the Property Maintenance Division — $200 to register, $125 a year after that — and it kicks in once a house sits unoccupied for 30 days. I’ve bought a Warren-area house already carrying that registration. The fees and the corrections became my problem at closing, not yours.

Estates go through Mt. Clemens, not Detroit. A Warren house in probate is handled by Macomb County Probate Court at 40 N. Main Street in Mt. Clemens — a different court, and a different counter, than the Wayne County estates most Detroit buyers are used to. I work around the probate calendar instead of asking you to rush it.
